The Messenger of Allah (sal Allahu alaihi wa sallam) said: "A people do not abandon Jihad but that Allah will envelop them in punishment." [At-Tabarani in Al-Awsat]
Civil war, ethnic conflict, loss of peace and security, un-affordability of the necessities of life, cruel rulers, floods, earthquakes, storms... People come up with all kinds of explanations (minus Allah) for why such calamities have enveloped them.
The religiously inclined may even resort to istighfaar. Public and private gatherings are held to communally perform istighfaar; but the words are uttered while we aren't consciously repenting of anything and return home to live a life no different than the one we were living before the repentance.
This hadith clearly tells us one reason for which Allah's punishment descends on Muslims.
